Riot gun is amazing. You can sell your W-870 for around 95% of its ptas spent on it so you will be able to immediately upgrade Riot Gun. It completely stomps the W-870 honestly.

Aside from the Rocket Launcher, magnums are the most powerful weapons in the game. However, their ammo is also the rarest. The weapon's caveat is that its accuracy can be somewhat shaky. Given the rarity of magnum ammo, this can make the weapon very risky to use.

Blacktail is slightly less powerful but has a way better reticle. Smaller ammo capacity hurts a bit but the better accuracy probably balances out. Takes up only 4 spaces too instead of 10 with the Red9 plus stock.

Considering its price, precision, and power, the Riot Gun is the best shotgun. By fully upgrading this weapon for 400,000 Pesetas, the player gets 19.20 power, which almost compares to a magnum. On top of that, the gun already comes with a 3.50 precision, which is close to a handgun's accuracy.

LE5 has significant less spread and rise from firing, and can penetrate targets ( including regenerators ) to make up for it's 10 fewer bullets and lowered damage. IMO it's way better then the TMP. LE5 is the way to go. Penetration makes it better for crowd control, has better accuracy, and better at a distance.

After avoiding upgrades to the first shotgun in the remake, the best option is to save money and buy the second shotgun, also known as the Riot Gun, from Resident Evil 4's Merchant. With that done, they should sell their first shotgun, as they will no longer be using it - and this will clear out inventory space.
